In 12 L mixture with ratio 1:3:  

Total parts = 1 + 3 = 4

New ratio: (3 + x) : 9 = 2 : 3  

So (3 + x)/9 = 2/3  

3(3 + x) = 18  

9 + 3x = 18  

3x = 9  

x = 3
